The concept of circular or closed-loop economy stipulates that waste should be treated as resources (raw material) for the bioeconomy. This approach means that products at the end of their life cycle should be reused in the economy. Extending the life cycle of products or using products traditionally perceived as waste in a new way brings a number of advantages, including reducing the volume of generated waste or decarbonising the economy.

FENX.01.04 Waste management and circular economy

FEnIKS is the largest Structural Funds support programme in the entire European Union. It provides support to entrepreneurs planning investments in the field of waste management and circular economy.

Among other things, funding can be awarded for developing waste recycling through constructing new and expanding or modernising existing facilities and minimising waste generation in production processes (e.g. reducing the amount of generated and increasing the material efficiency of ongoing technological processes, or using residue and waste from production processes as raw materials).

European Funds for Eastern Poland 2021-2027

FEPW.01.03 Circular economy in SMEs

Funding will be available in two stages:

  • Stage 1: Developing a circular economy transition business model, including an audit of the enterprise, and identifying directions for further development (e.g. extending product life cycle, eco-design, recovery and reuse of broadly understood waste).
  • Stage 2: Implementing the circular economy transition business model, including recommendations from Stage 1, through e.g. acquiring or designing new technologies and undertaking investment activities, such as purchasing more environmentally friendly machinery.

Funding under the programme will be awarded by the Polish Agency for Enterprise Development.

National Fund for Environmental Protection and Water Management

Rational waste management, Part 2) Waste management facilities

The programme is financed from national funds through the National Fund for Environmental Protection and Water Management. It is addressed to organisations planning to build, expand or upgrade recycling facilities for e.g. plastic waste, used tyres or multi-material packaging. Funding is available in the form of subsidies and complementary loans, which means the investment can be fully financed with public funds.

Funding may be applied for by entities formally and legally prepared to execute the investment, i.e. having the necessary permits and administrative decisions.

Circular economy | Case studies

Establishing a waste sorting plant

A waste management company received funding to expand its mechanical and biological waste processing facility by establishing a sorting plant for selectively collected waste. The eligible costs of the investment reached nearly PLN 40 million. The company obtained a grant for 30% of eligible costs and a preferential loan for 70% of eligible costs.

Commencing production of biodegradable nonwovens

We obtained funding for a company specialising in nonwovens to implement the production of a new type of biodegradable nonwoven fabric. The new type of nonwoven fabric was developed as part of R&D works and will be applied in the production of cosmetic products such as wipes and pads. The eligible costs of the investment exceeded PLN 46 million and the funding reached PLN 20 million.

Expanding a waste tyre recycling facility

A company manufacturing products from recycled waste tyres received funding to expand and increase the capacity of its existing plant. The eligible costs of the project amounted to nearly PLN 25 million. The company obtained a grant for 30% of eligible costs and a loan for 70% of eligible costs.
