National Recovery Plan

The National Recovery and Resilience Plan (NRP) is being implemented as part of the Next Generation EU, the largest fund in EU history addressing the crisis caused by the COVID-19 pandemic.

This comprehensive and multifaceted reform and investment plan is financed by the EU Recovery and Resilience Facility and its primary goal is to strengthen the Polish economy and make it more resilient to possible crises.

The NRP provides for investment activities supported through grants and refundable instruments, which are ultimately expected to contribute to implementing 48 reforms, the scope of which will cover the following areas:

Economic resilience and competitiveness,
Green energy and energy intensity reduction,
Digital transformation,
Efficiency, accessibility, and quality of the healthcare system,
Green smart mobility

Programme specifics and its respective objectives related to strengthening the economy as a whole mean that, in the case of some investments, the catalogue of beneficiaries will be restricted to public entities; however, other measures are also planned to make support available to the private sector.

The total amount of the NRP budget is approx. PLN 158.5 billion, of which PLN 106.9 billion in grants and PLN 51.6 billion in preferential loans.

The National Recovery and Resilience Plan will involve implementing 54 investment activities, under which direct support will be provided for the execution of specific projects.

Funding will be primarily awarded through competitions. Information about specific calls for applications for entrepreneurs will be available on our blog.

Selected competitions for entrepreneurs planned for 1H2023:

Investments for enterprises (SMEs) in products, services, personnel competencies, and labour force further to diversifying operations
Establishment of storage and distribution centres for agricultural, fishery, and aquaculture products
Support for the processing and marketing of agri-food, fishery, and aquaculture products: SMEs only
Investments supporting the robotisation and digitisation in organisations: large enterprises only
Investments in implementing environmental technologies and innovations, including related to circular economy
Ensuring access to ultra-high-speed broadband Internet in blank spots: telecom entrepreneurs, both SMEs and large enterprises
Developing the potential of the sector for medicines and medical products: investments related to the production of API in Poland (loans)
