About the programme

LIFE is an EU financial instrument exclusively dedicated to co-funding projects aimed at protecting the environment (including nature), restricting human impact on the climate, and adapting to climate change. The main objective of the Programme is to support the implementation of Community law and the EU environmental policy.

The total budget of the Programme under the 2021-2027 financial perspective is EUR 5.432 billion. The Programme is divided into two main areas that comprise the following sub-programmes:

  1. Environmental Action (budget: EUR 3.488 billion).
  1. Climate Action (budget: EUR 1.944 billion).

Each project should demonstrate an environmental effect. Applications for funding are evaluated by the European Executive Agency for Climate, Infrastructure and the Environment (CINEA), a European Commission body. This means that Polish applicants are competing with EU entities. The Commission recommends that the application documentation be prepared in English.

LIFE Programme | Funding opportunities

Four types of projects are funded under the Life Programme: pilot, demonstration, best practice, and information projects.

Standard Action Projects (SAPs) are the most popular type of LIFE projects selected by organisations. SAPs are concerned with developing, demonstrating, and promoting innovative techniques, methods, and approaches in the areas of climate and environment. They can relate to e.g. implementing innovative solutions / technologies leading to an environmental or climate improvement (including developing RES and improving energy efficiency) and testing / validating / demonstrating solutions in real (or near-real) conditions.

Polish applicants can obtain complementary funding from national measures at the disposal of the National Fund for Environmental Protection and Water Management:

  • co-funding of LIFE projects, permitting to supplement the project budget up to 95% of eligible costs (EU and national funds combined).
  • Funding of up to PLN 80,000 for drafting and submitting an application to the LIFE Programme (Life Application Incubator).

The application for support from national funds is submitted independently of the application for EU funding.

Additional information

Calls for proposals are conducted separately for respective sub-programmes/ thematic areas and project types.

Any private entity may apply for funding under the LIFE Programme, either individually or in a consortium. The requirement to form a consortium depends on the rules of the given call, and the composition of the consortium must meet certain conditions (e.g. the entities forming the consortium may need to be registered in an EU country or a country associated with the LIFE Programme).

Standard EU funding for a LIFE project reaches up to 60% of eligible costs.

Case study | Energy sector

We obtained PLN 5.85 million in funding for an energy sector company to establish a Living Lab (innovation lab) focusing on Smart Grid and prosumer energy solutions. The reach of the Living Lab encompassed 7 voivodships and influenced 2.5 million  individual recipients. The project’s objective was to improve the efficiency of use of power by end users, resulting in reducing CO2 emissions.
