In the third quarter of 2023, the Ministry of Development and Technology plans to determine a list of entrepreneurs conducting activities of strategic importance to the national economy where entrepreneurs listed on the list will be able to count on a simplified path of administrative proceedings for the employment of non-EU foreigners.

(Legal basis Art. 88cb of the Act of April 20, 2004 on employment promotion and labor market institutions (Journal of Laws of 2023, item 735)

"It is envisaged that the list will contain a list of entrepreneurs making investments (or reinvestments) with significant outlays or creating a significant number of jobs. The expected effect of publishing the list will be to increase and significantly improve the potential and investment offer of the Republic of Poland, which will contribute to even more effective attraction of the largest global entrepreneurs and, in the short, medium and long term, to guarantee a stable inflow of foreign direct investment into the country," - emphasized in the description of the draft regulation.

Taking into account the type of business conducted, companies and entrepreneurs who employ highly qualified workers from outside the European Union (EU) will be able to do so under a simplified procedure.

Foreign investment in Poland is growing

According to current data, it seems that Poland is not threatened by their absence, they are a very important factor in the stable development of the country.

The level of foreign investment in Europe - 2022 was the second consecutive record year for foreign investment in Poland.

In 2021, the global economy saw a recovery from the recession caused by the COVID-19 pandemic. The inflow of foreign direct investment into Poland was much higher than in the previous year, amounting to 114.2 billion zlotys. The structure of foreign direct investment transactions in Poland was dominated, as in previous years, by reinvestment of profits (PLN 75.6 billion). They were higher than in 2020 by about 60%, indicating a good, stable financial situation of enterprises with foreign capital - an excerpt from the report "Foreign direct investment in Poland and Polish direct investment abroad in 2021" according to NPB

Taking into account the fact that obtaining the relevant documents legalizing the stay and work of foreigners in Poland is quite time-consuming, and prolonged proceedings raise doubts and discourage employers from further entrusting a foreigner with work such a facilitation will serve to streamline the procedure, employment and investments that have a direct impact on the economy and development of the Country.
