Protection for Ukrainian citizens – what is next?

Temporary protection for Ukrainian citizens has been extended until June 30th, 2024, and in the next step the protection is planned to be extended in accordance with the decision of the Council of the European Union (i.e., until March 4th, 2025). The legislative body declares to immediately undertake works adapting Polish legislation to EU requirements, with wide consultations with local government units, public institutions, NGOs and other interested parties. Information on specific changes to the so-called Ukrainian speculative law will be known at the turn of the next few months.

Changes in the issuance of visas – the end of the Poland. Business Harbour Program

The Ministry of Foreign Affairs has decided to suspend its participation in the Poland. Business Harbour Program. The purpose of the Program was to attract IT professionals and IT companies from Belarus, Georgia, Russia, Ukraine, Moldova and Armenia to Poland. According to the Ministry, the Program has not lived up to its hopes, and there have been objections raised in the public space about the use of visas issued under the Program for purposes that do not comply with its objectives. Foreigners can currently apply for visas on a general basis. The Ministry plans to take steps to streamline visa procedures.

European Works Councils – proposed amendments to the directive

The European Commission has submitted a proposal to revise the directive on European Works Councils. The revision aims to strengthen the role of EWCs by facilitating their establishment, fostering a more constructive information and consultation process, and ensuring that the councils have the necessary capacity to carry out their tasks and strengthening the gender balance in EWCs. EWCs are bodies that ensure the involvement of employees in decision-making on transnational issues.

Migration strategy – the Ministry of Interior has published a work schedule

The Ministry of Internal Affairs and Administration has announced the start of work on developing a comprehensive, responsible and secure migration strategy for Poland for 2025 – 2030. In January 2024, the Inter-Ministerial Team on Migration was reactivated to coordinate work on managing migration processes. In February – April 2024, a survey will be prepared in consultation with the scientific community, on the basis of which a report will be created. Based on it, a strategy will be created, which will be subject to extensive public consultation. The work is to culminate in legislative changes, including the creation of, among other things, a new law on foreigners.
