Poland’s Finance Ministry prepares tax agreement model
Poland’s Ministry of Finance is working on a new approach to resolving tax disputes — tax agreements. The practice of agreeing on tax terms between taxpayers and tax authorities has, as a rule, not existed in Poland to date — unlike in many Western European countries. According to Finance Minister Andrzej Domański, the goal is to create a framework that allows taxpayers and tax authorities to reach mutually acceptable resolutions.

While the concept is still under development and details remain undisclosed, Domański confirmed that the government intends to unveil the foundations of the proposal later this year. He emphasized the importance of thorough consultation with all relevant stakeholders before moving forward.
Minister also indicated that tax agreements would form part of a broader wave of regulatory innovation. These new instruments are expected to be modeled on systems used in countries with mature capital markets and could significantly transform how tax controversies are managed in Poland.
This initiative is part of a wider reform agenda that includes simplifying reporting obligations and introducing changes to limitation periods. If successfully implemented, tax agreements could represent a major shift in Poland’s approach to tax administration.
